Andrew Fasey

Former Member of the ECHA Board of Appeal, Helsinki

Andrew Fasey was Technically Qualified Member of the ECHA Board of Appeal (a ‘quasi judicial’ body) for the last 10 years; taking legally binding decisions on appeals against ECHA decisions. Recently he just left ECHA at the end of his second and final term as mandated by REACH (Article 90(1)). Moreover, Mr Fasey was Special Advisor on REACH to the Government of Finland during their Presidency of the EU when REACH was finally adopted. He was also one of the authors of the European Commission’s proposal for the REACH Regulation; whilst working in DG ENTR (Enterprise, now GROW). Before Andrew Fasey was Head of the International Chemicals Management Unit in the UK’s Health and Safety Executive (HSE); responsible for developing UK policy on proposals for new chemicals legislation e.g. REACH, GHS. Furthermore, he worked as Senior Special Fellow of the United Nations (UN) advising on the global implementation of the GHS (the Globally Harmonised System for the Classification and Labelling of Chemicals). He was also one of the lead EU negotiators in the development of the GHS; working through IOMC, OECD, ILO. Andrew Fasey counts over 30 years of senior experience in national/EU/international regulatory chemicals issues.
