Robert Kibugi

Dr Robert Kibugi is a Senior Lecturer in law at the School of Law, University of Nairobi. He also teaches at the Centre for Advanced Studies in Environmental Law & the Wangari Maathai Institute for Peace and Environmental Studies at the same University. Dr. Kibugi holds a PhD from the Faculty of Law, University of Ottawa; Master of Laws (LL.M), and a Bachelor of Laws (LL.B) degree from the University of Nairobi. He is also an Advocate of the High Court of Kenya. Kibugi is a legal specialist on biodiversity, climate change, biodiversity land, land use, forestry, water, and environment. He possesses vast experience as legal advisor and consultant to the Government of Kenya and various international and local organizations on this areas. Dr Kibugi is experienced in legislative drafting and policy making having worked on Kenya’s Climate Change Act, and legislation on irrigation, water, environment including different regulations and policies for the national government, and county governments in the country. He is a consultant to the World Bank Global Water practice, advising on Policy, Institutional and Regulatory (PIR) approaches to water governance in Kenya, DRC, Sudan, Ghana among other countries. Dr Kibugi has worked on pedagogy of environmental law teaching in collaborative projects involving the Association of African Environmental Law Lecturers, University of Nairobi and UNEP. He has also been involved in collaborations between the University of Nairobi, Makerere University, the African Development Bank, and the African Legal Support Facility to train lawyers on environmental protection during upstream mining and petroleum development investments and contracting. He is a Legal Research Fellow at the Centre for International Sustainable Development Law, and former Lead Counsel for Climate Change. He is also a Member of the Governing Board of the IUCN Academy of Environmental Law representing Africa, and a Member of the World Commission on Environmental Law (WCEL). Dr Kibugi also serves on the WCEL Specialist Group on Climate Change.
