Irina is Ph.D. in economics, Doctorate in economics (finance), Senior PPP Consultant of the World Bank, EBRD, UNDP, the Laureate of the State Prize in the Field of Science & Technics of Ukraine, Director of the Scientific Research Financial Institute of Kiev National Trade and Economy University, the Chairman of the Board of Ukrainian PPP Development Support Center, the former Deputy-Minister of Housing and Communal Services of Ukraine (2007-2010), Deputy-director of Scientific Financial Institute under the Ministry of Finance of Ukraine (2005-2007). She is author of more than 140 scientific & analytical publications on Finance, Infrastructure Development and PPPs including the monograph “Public-Private Partnership for Sustainable Development Goals” (2017), a correspondent from Ukraine in European Procurement & Public Private Partnerships Law Review (EPPPL).
