Cees Dekker
Advocaat/Consultant at Simmons & Simmons LLP, Amsterdam/Brussels; Guest lecturer on State aid Law at the University of Amsterdam
Cees Dekker holds LLM degrees from the University of Groningen and the University of London (Economic Regulation). As an advocaat, he is admitted to the Amsterdam and Brussels bars (EU-list) and brings over 30 years of experience in advising on all facets of EU and Dutch Competition law across diverse sectors. His expertise is particularly focused on State Aid and foreign subsidies. Cees’s work in State Aid encompasses complex financial interactions between companies and government bodies, including projects related to energy transition (such as wind farms, heat networks, and geothermal energy), infrastructure (airports, ports, railways, sports arenas, digital infrastructures), healthcare, R&D projects, risk capital, and rescue and restructuring aid. He possesses extensive experience in proceedings with the European Commission, including notifications and complaints, and is frequently involved in State Aid recovery procedures.
Cees is the author of the 5th edition of the “Directory of EU Case Law on State Aids,” continuing the legacy of former General Court judge René Barents, who authored the 1st to 4th editions. He is frequently published in academic journals and has authored books on competition law procedures and state aid. Additionally, Cees is a member of the board of editors for the journal “Markt & Mededinging.”
